The third phase of monitoring elections will involve the counting process. " They have been given the powers to halt the counting process in their respective wards and will directly report to the Election Commission, " said Marwah, adding that the observers will not be allowed to hold any meetings with politicians and political parties. " They are silent monitors who will keep a watch on the entire process and will come and report to me directly, " he said.
